Helmut Hönigmayer

Hello,

I studied Law and Political Science (BA, MA) at the University of Vienna and hold a Diploma in Data Protection Management from Danube University Krems.
My expertise spans Research Ethics, Technology Assessment, Policy Analysis, and Data Management, with a strong focus on strategic oversight and governance in research and innovation.

I'm currently serving as Head of Strategy at the Institute for Advanced Studies (IHS), where I support the Scientific Director in shaping and executing strategic initiatives and scientific services.
Here, I’ve witnessed firsthand how science and policy intersect to shape our future. My work has focused on bridging the gap between groundbreaking research and actionable policy—ensuring that innovation is not only advanced but also equitably and responsibly integrated into society. I’m deeply passionate about fostering collaboration between scientists, policymakers, and industry leaders to address global challenges, from climate change to technological governance. By aligning strategic vision with evidence-based decision-making, I aim to support policies that drive progress while prioritizing ethical and sustainable outcomes.

In addition to my strategic role, I'm an Ethics Expert serving at the IHS Ethics Committee, the Ethics Board of the European Joint Programme on Soil (EJP SOIL) and the Agroecology Partnership (Horizon Europe). His work in these roles involves ensuring compliance with ethical standards and data protection regulations, as well as advising on strategy to enhance the ethical governance of research. I'm furthermore an Ethics Advisor to several Horizon Europe funded projects.

As a researcher, I have contributed to numerous high-impact projects, particularly in the areas of Technology Assessment (Genome Editing: Interdisciplinary Technology Assessment), Responsible Research and Innovation (NewHoRRIzon), ethical impact assessment of Research and Innovation (SATORI), and Research Ethics (European Network of Research Ethics and Research Integrity - ENERI).

With my extensive experience in managing large-scale research projects, I served as Project Manager for the H2020-funded NewHoRRIzon project (Grant Agreement 741402), further solidifying his expertise in project coordination, strategic planning, and interdisciplinary collaboration.
